Use on a wordpress.com site?

Will this plugin work on a wordpress.com site? I don't see access to it when I search in the plugin library there, can a zip file be installed and work?

Our WP Media Folder plugin is exclusively available for purchase on our joomunited.com site and is not listed or offered on wordpress.com.
