If you want to restrict every user to access the full Media library and see his media only, the media access by user is for you. You, as a WordPress  administrator, can select a root folder where all users' folders will be stored. A folder name corresponding to username will be automatically created.

The other option is to use the media access limit by WordPress use role; this is the best choice if, for example, you want to give permission to several users with the same user role to the same media. A root folder will also be defined or automatically created, but by user role (Author, Editor...).

Of course, the WordPress administrators (admin user role) will have the full access to see all folders and media, including cloud ones in the Media library. Admins also have the possibility to display only their media.

For each folder in your WordPress media library you can set up by WordPress user or user role, the actions that are allowed like: view, add, update or remove folder and view, add, update, remove or move media.

The folder media access also applies to cloud media folders. It means that you can allow or restrict action on media and media folders that are hosted on Google Drive, OneDrive, OneDrive for business, and Dropbox.
