static URL od PDFs

The URL of the images or PDFs always seems to consist of folders from the months they were uploaded. This is counterproductive if you have links on many pages and some files (PDFs) have to be changed and re-uploaded more often. My question would be, would there be the possibility to create a link, which might rather contain the subfolders instead of the months or just be static?
