Possible to link directly to a sub-category in a tree view?

In a tree view, is it possible to get a link to a sub-category (folder) to display the tree open to the point where that folder appears in the hierarchy?

It is possible to create what looks like a direct link to a folder, by for example right-clicking on a folder in the public view, at any level of the hierarchy.
However, if users select the link, the page that opens just displays top-level categories, not the individual folder.

Is this a settings issue?
