When you create a folder, is there a way to set the permalink structure? If I create a folder called "New York" I could like my permalinks to be "images/new_york/%image%".

Also, is there a way to set permission for what users can upload to a specific directory.

Hi,

For the link based on structure it's not possible because folders is custom WordPress taxonomy not physical folders on the server.
Yes there's a global option you can activate, it will create a folder per user and won't be able to touch external folders (it's not displayed).
