ONe drive and offloading files from the server

I I want to use one drive since it has folder and sub-folder sync, can we remove files from the site server as we can offload with s3?

Yes, files uploaded to cloud folders on Media are actually stored at the cloud server (OneDrive) not on yours.
In particular, S3 includes an option to move/copy all your files in Media to S3 on settings.
