If a user has rights to upload media, will they also have access to create/use folders?
If not by default, can they?

Hi,

The access limitation in WP Media Folder work like that:
- If the plugin is activated, you have option to create one folder per user (automatic, on user creation)
- Then user will be able to do everything but only in his folder, he won't see the other folder and media
- Of course admin user will have to his media.
