I'd like to use this thing with jetpack (photon) plugin.
1. I wonder it help reduce the traffic with CDN service.
also I'd like to use Sync server feature with another image server.
2. is it have the function exporting images to other server and change url?
I couldn't understand Sync server feature well.

Not sure of what you mean
The plugin can't do that, the only way to reduce traffic between your website and you CDN would be have smaller images using a compression tool. Let me know exactly what you want to do.
No you can't export images, just import images/folders and make a sync of media, but it's one way only.
