Custom or Author user restrictions? Want Authors to create categories, upload images, but not delete

Can users (Author, Editor, Custom User) upload images, create meta tags, create category types? Can I restrict users from deleting categories?

If no, I still think I will purchase, I can just have users create manual file folders offline, then I can upload that. But it would be a nice feature in a plugin to have the ability for non-admin users such as Authors to upload and categorize images.
