Can I restrict download / edit capabilities to "other users" media folders, whilst the same user has full access to their "own" folder?

Heloo!

I am looking to use the plugin for document management.

I want to have one user type to be able to "view / edit / upload" to a group of folders that they "own" (full access), whilst only being able to "view / download" from another group of folders (folders that "belong" to another user).

EG - user has full access to their "own" folder, but can only "view and download files" from other people's media folder

Is this possible to add these exact permissions with the plugin?

Is there a refund policy if the plugin doesn't work exactly as I require? (I can't find a demo to try).
