Does this restrict access to only logged in site members?

Does this allow me to restrict access to an uploaded file to only those who are logged in?

That feature is what I am looking for, e.g., for directories, etc., that include personal info.

Yes, you can apply file access restriction on file category using Joomla User group or Joomla access level on the frontend.
