Im Already buy WP Meta Seo Plug But Still showing PERMALINKS SETTINGS 50% way and kindly active my plug.

If you want PERMALINKS SETTINGS 100%, you should go to Settings > Permalink > Custom Structure: /%category%/%postname%.

If you encounter any issues, please drop us a ticket (menu Support > Ticket support). Our developer in charge will take a look at that.
