I run a news site at cpnn-world.org and want to adapt it to a wordpress format (It is now a complicated combination of PERL and PHP). In particular, see the homepage (http://cpnn-world.org ) and article page, for example, http://cpnn-world.org/cgi-bin/read/articlepage.cgi?ViewArticle=2042 . Can the WP-latest-posts plugin do this?

Hi,

Yes you can create news block that loads WordPress category posts each.
Using the themes you'll be able change the style and display news as slideshow for example.
Did you see the demo, you can mix theme like this on the same page:
