Possible code conversion?

Hi I'm not an expert in Wordpress, and I'm not sure if it is possible to convert the following
line code [frontpage_news widget="4761" name="GoodNews"] in a code that I can insert into my
wordpress front page (in index.php).

For more details:
First I just create a post where I could display all posts related to the GoodNews category.
the code that obtained and included in that post is:

[frontpage_news widget="4761" name="GoodNews"]

.
By looking that post yes I can see the latest posts as per plugin settings.

But my question is: could I display the latest posts instead into that post ID number but on my portal front site?

Do I need to convert (if it's possible) the following code:
[frontpage_news widget="4761" name="GoodNews"]
in a suitable way that can be included in the my theme index.php file?
