User role explanation

Before purchasing, I would be interested to know whether the plugin in question covers the specifications for my usage scenario.
My organisation distributes users across several work groups.

Each work group has its own directory in which it can upload, view and delete files.

All users in the organisation see the workgroup directories, but only the participants in that workgroup can enter and manage the files.

Is it possible to do something like this?
