User File Access

Suppose i have two users A and B. Is it possible to set up an account for A such that they can only see files that belong to them and user B can only their respective files? If so will this user management be able to be controlled through the wordpress portal?

This feature is impossible for WP Media folder. It seems you are mention to WP File download.
If you are talking about WP File download, you can restrict permission for users to manage files at backend.
