1. You can restrict single file access per user or category of files per user group. Plus, you got option to define action on files per user role (allow user to manage it's own file...) More information in the documentation:

2. This is not yet implemented but planned for a future release. What kind of notification do you need?

Regarding the notication, it just needs to say, "A new file called "example report.doc" has been uploaded to your portal, click here to login and view"
