1. Can users upload files to their private account?
2. Can you create User Roles?
3. What files are permitted?
4. Can you create specific user accounts and users only have access to those files?

1. What do you mean by private account? If it's upload files only in user own category of files, it's a yes.
2. WP File download is using user roles to manage actions on files
