Hi there, sorry my english:

Could I as admin assign a role to an user, for example author or editor, i need this author or editor can upload files...

Could the author or editor upload files from front-end?

Could do any not registered user, check in alone from front-end and start up load files ( after an administrator give him, her... access?)

Yes, certainly. You can set permission for registered users to upload on frontend.

Could do any not registered user, check in alone from front-end and start up load files ( after an administrator give him, her... access?)

For security reasons, only registered users can upload files from the frontend.
Users should login first, if not, a login form will appear.
