More than 10 layers?

I am pretty certain the client wants to be able to outline more than 10 different geographical areas with polygons and have location pins within each of them.

Thanks for getting back to me with more information.

One approach we can explore is importing a KML layer into Google Maps, which would allow us to display all the polygons without being restricted by the 10-layer limit.
To move forward, we'll need to review the existing data for import/export compatibility. Could you also confirm whether the project has been purchased yet?
