Is there a way to upload a complete list of locations?

Yes very soon, in the next version (next xeek) you'll have an import/export tool.

please look at sample csv
if you dont know latitude longitude just left them blank our program will geocode those.

This will work great. Is there an ability to export (and re-import) a file in the same format?

yes it has ability for both.
also we have kml import till now.Lets see what else we can cover in this.
