Limit Zoom Use Case

Hi there,
I have a client that wants to show all the houses they have worked on in one state. But they don't want to actually show any addresses or let users zoom to the street level. They are worried that competitors might zoom in and target their clients. Do you have any suggestions on how we can use My Maps to do this? Perhaps pins, without addresses and limit the zoom. Or, a heatmap that showed the number of clients in each zip code? I would like to use your product but not sure exactly how to make it work.
