If I have a background image for a section in my joomla template, can I use Layer Slideshow to rotate text in front of that static image? i.e. if I leave the field for the background image in Layer Slideshow blank, will it default to transparent so that the static background image on the site will be seen?

Yes, we have a transparent background, so you can insert it in your article.
