Is that managed through this extension ?
While your reference here is - Rating source: 10 user-submitted reviews at: Joomla.org I was not sure.
It seems as if you did not use your extension and simply added html to display the 5 stars
then added the explanation : " 100 out of 100 based on 10 user ratings - Rating source: 10 user-submitted reviews at: Joomla.org "

In the end I hope to be able to allow visitors to vote on a 5 star rating, collect the vote value and count to then display the aggregate rating visually to the user And possibly as well as in structured markup but I could also add this manually with all the JSON LD for this local business

Yes, we didn't use Item rating for that.

Yes, you can do with Item rating.

Item rating support 2 types Rich snippet: Product, Article news, not for local business at the moment.

In google search you can search item rating demo and there you can see 3.6 with 3000 users aggregate.
We use jsonld schema for now and it's working well
Local business review is entirely different concept and you can use the product rating instead of that

here is what we hope to achieve.

we hope to get a consulting business website to have a rating on all pages based on a company rating not product.

Something similar is on this site.

I could generate the JSON-LD with Aggregate scores and other local business details.
But I also need a star rating displayed with this data. So I was hoping to use your Item-rating product

can you let me know if this could work?

Generally it work in this way only.
You can check extension and if require custom script on jsonld let me know.
