Hi,
i'm located in the european union (italy) and want to buy Droppics.
As you may know, if you sell digital stuff to privates in the EU, you have to pay the VAT of the specific country (in my case Italy), since i as a private cannot pay it myself.
Do you offer that, in the sense that i can buy Droppics and you pay the VAT to the EU authorities?

Also, if my client directly purchases the component (with his business / italian vat number), can he get an invoice, with which he can pay the VAT here in Italy?

An invoice is automatically generated after your payment and can be downloaded from your account:
https://www.joomunited.com/my-account/my-membership

Then click on the link text "Invoices". Note that we don't have a VAT number as we are US based only.
