How is the ACL managaed

Almost similar question is unanswered here http://www.joomunited.com/support/pre-sales-forum/upload-file-front-end-and-define-access-level

I would like to know whether a registered user can upload via frontend and if so is it just for him, the gallery that he.she creates? Or can others see it, modify it, delete it, etc?
