Can I assign files to specific users?

I am looking for a document repository where the admin alone can upload documents and then 'assign' these documents to specific users. I don't want to assign users to specific groups and then assign documents to those groups as this would not be suitable for my project.
Does DropFiles have the ability to choose which users can access each document?
