(Urgent) Pre-sales : team chart with customisation design

Dear Sirs,

Will your team-chart allow customisation service ? if yes, how much for a development hours ?
Here is my user requirement

1. Joomla 3.6.5, users access level : sales
2. as attachment [J] supervisor can manage all levels of team block (CRUD: create, read, update(move), delete (block at #__users.block = 1)
3. each team leader (i.e. B1, B2 ) can manage his sub-levels (CRUD), similarly (C3 can manage his followers D7, D8, D9)
4. all action of CRUD will be records in a logbook (by, action, parent, current, new, details date)
for example ;
1, A1, block, B1, C3, C3, 2017-01-01
2, A1, move, C3, D7, C1, 2017-01-01
3, A1, move, C3, D8, C2, 2017-01-01
4, A1, move, C3, D9, C2, 2017-01-01

5. each team items (square cell in team chart) can show (+) for create (-) for freeze (m) for move and (double click) for collapse, de-collapse)

6. Most important : each team items in the team chart can allow to add a link to a particular page filter by the team member joomla user id (i.e. #__user.id) the page will show the call history record of any clients under the service of the team member

7. any new template for team items from left-to-right instead of top-to-bottom
