Selective auto publishing to facebook

With relation to the feature that enables me to 'send content when article is created' - does this happen as part of the article creation or do I have to go to another section to make this happen once the article is created?

Also, is there a way to determine which sections automatically get published to facebook? is can I set it so only articles in the 'Latest' news get published to Facebook?
