Reorder folders

This one seems pretty simple - allow drag-drop re-ordering of media folders. Maybe not in the media manager, maybe in a separate list (like for a taxonomy). It could be as simple as making the tax ui visible in admin, then using another plugin for drag-drop ordering interface.

For media folders to be more useful in template functions folder order and file order are pretty essential features.
