For this example, we have two user levels (logged in and logged out), where some downloads require the user to be logged in. Is it possible to show the restricted downloads to users that are not logged in but greyed out with a note 'Please log in to access the download'

This is a very common and useful feature.

This feature is not implemented yet, but I'll add it to our feature request list and keep that in mind for a future release.
