Hello

I would like to create general conditions for users who can only find and download a file associated with their ID or user, could that be achieved? I would also like to create a button on the user's dashboard that when clicking shows the file associated with it the users only can view and download a file associated to ID or user

You can set permission for single users to view and download specific files.
At admin dashboard, when a file is selected, you can see who can access the file on the right panel.
