Assign ownership of categories

Thanks for adding your feature request here.

Assign ownership of categories to more than one user and/or to a user group. This would help in situations where certain files and categories need to be kept private but also shared with certain other users of the site.

Yes, it could be helpful in a few cases; however, we need to study from both its technique and popularity.
Currently, only the admin role can edit categories from others. Anyways, we noted in our planning area.
