I have dropfiles on this page https://www.example.org/safeguarding

I need to directly link the these files in emails, documents etc. I can see that the URL for one of the files is below:

https://www.example.org/files/49/Reports-and-Papers/69/Report.pdf

Is there any way to change this URL so that it's SEO friendly (i.e. remove the numbers, and use the file structure as the URL)? e.g.

https://www.example.org/files/Safeguarding/Reports-and-Papers/Report.pdf

I'd like this to be the default setting for all my files if possible.
