Child categories inherit permissions

A very helpful feature would be to trigger manually all subcategories to inherit permissions from the parent folder.

Likewise, a default option in the Main Parameters to automatically have any new category/folder assume the permissions of a parent category/folder.

Finally, if a theme is changed with a category, to not have the user group parameters become "public" by default.
