Hello.

I would like users (subscribers) to be able to upload or delete their own files from the frontend, with a friendly interface like the attached image.

And that the administrator can review all the files separated in folders with the name of each user. Also that he can download all the files.

does the plugin bring that functionality?

It's not possible for users to delete files on frontend. Users can upload files to a specific category on frontend and then admin can approve them at backend.
