I want to know if a user who has the rights to create an album will only see his files that belong to him and not the files of other users?

Yes, you can restrict user roles to create new albums, upload new images and view albums they create only with Manage Images feature of Droppics on frontend.
It's valid to restrict access under Droppics dashboard only, once the images/albums are inserted into any articles/modules, they can be seen by everyone.
