Some issues with wp file download

Hi, I know this is not the right place for this but I have submitted a support ticket and its taking so long to reply me. How can I solve the issue where the wp file download button on page editor does not work, it just pops up half way as seen in the attachement. Also I want to find out is there any way I can add latest file uploads just like latest posts to my sidebar and can I also send emails to subscribers on latest uploads? Thanks and hoping to hear from you .
