Send notification to all user for public folder

Please is it possible to send notifaction to all user for a public folder? I really would need this function or to set a folder to the category owner to a user role instead of a single user.

If you are asking about WP Media folder, we have not developed this feature yet.
For WP File download, it's not possible to send an email to all users currently.
