can I assign files to specific users?
I need the user to download general files (which can see and download all users) and personal files that only he can see and download. Separated by categories (General and personal files).

Yes, certainly. In category shared to all users, you can set some files viewed and downloaded by few specific users.
That means you assign category to public, and give permission for specific users in the single file.
