Can you set the files to expire on a certain date AND/OR have them move to an archive folder when they do expire?

Hi,

Yes this is a good idea. Frankly the WP File Download roadmap is already full of awesome features.
But we'll see if we can a such feature.

Nope, I confirm that this is not currently implemented but planned.
We will add a state of publication + dates of publication.
