Add time limit download

Hi, I'd like to know if it's possibile to setting a day limit and a month limit for the same downloadable file.
For example:
- example_file.pdf 3/day and 20/month for "LOREM IPSUM" user's category
- example_file.pdf 2/day and 10/month for "LOREM" user's category

It's possible?
