I would like to know if the upload functionality is per user or per user group. What i mean is if the user has its own account to upload files or everyone(user group) can see what the user uploaded.

I'm not sure you are mention to backend or frontend. Anyway, I'll answer with both options.
- At backend, users can upload, view, delete or edit their files if they have permission. Normally, admin can see all, and user can see their own files.

- On frontend, you can set File management or Upload files to specific category for users.

Yes, of course. Users can view their files only. Moreover, they see the tree category on the left side, if their categories are sub or child of admin's one.
