unautheticated file downloads

is it possible to allow unautheticated file downloads ?
I saw that we can access pdf files, with the open button, but is it possible for other files,

You can view some popular document and video files: doc, jpg, mp3,...

the download button is just for autheticated users.

It depends your restriction to users. You can set them to download files, preview files or both.
