WP Download File allows you to control who can see the Categories, Subcategories and files on the Frontend via the Visibility section in the settings.
Is these a similar feature where only certain users can upload / show to certain categories and hide the other categories?

Is these a similar feature where only certain users can upload / show to certain categories and hide the other categories?

This feature is not possible, users can create, see and upload to their own categories at present.
