Multiple Categorized File Ordering

Files that have multiple categories are unable to be dragged into a specific order EXCEPT when you are in the original category it was uploaded to. It would be very helpful to be able to reorder files in any category they are categorized in. ie. My client would like to reorder cross-categorized files but they are unable to do so. We are currently searching for a programmer to reprogram this function so we can give them what they're looking for.
