Can I only upload from the computer and not the MEDIA LIBRARY from Wordpress?

I'm not sure which plugin do you mean here? WP File Download and WP Media library are 2 separate plugins.
If you want to ask about WP Media Folder here, yes, you can upload files to Media library without access to WP using cloud integration (Google Drive, Dropbox, OneDrive).
Then you can upload files to cloud folders on your computer or on your cloud account.
