Button download for users not logged

I'd like some files that I choose could be downloaded by everyone, both logged and unlogged?

In this case, you can put those files into a category then set its visibility is public.

Another question, is it possible put the limit to download for example max 3 download file for every logged user?

This feature is integrated with products in WooCommerce. You can set the limitation for files by duration time or download count.
